A road cannot be enlisted for commercial use on frontage alone. We assess the corridor: what it connects, what it already carries, what the new classification will add to it, and what a widening would cost in acquisition.
Environmental constraints — watercourses, drainage lines, flood-prone ground, existing tree cover, agricultural land under pressure — are mapped as a layer over the classification, so the ground that should not be released is visible before notification rather than after.
Sustainability is only worth the constraint map behind it. We publish the layer, not the adjective.
