Land use plans built to be used. Not shelved.

A district land use plan classifies every parcel, enlists the roads that may carry commercial use, and sets structure plans for the special development zones the council will later notify.

A land use plan is a statutory instrument before it is a design. We start from the existing land use survey, classify it against the categories the district's own regulations recognise, and carry that classification through to a map the council can put on the record.

Enlistment of commercial roads is where most district plans are contested, so we treat it as a discrete deliverable. Each candidate road is assessed on its existing frontage use, its carriageway width and what it connects to, then tabled with the reasoning attached — so an objection can be answered from the file rather than from memory.

Special Development Zones get their own structure plans: the intent, the permissible uses and the phasing, set down at a level of detail that makes the notification which follows defensible.

The two district land use plans on our record — District Council Multan and the local governments of District Toba Tek Singh — carried this same deliverable set. The third engagement, for Municipal Corporation Gujranwala, was the land use classification map on its own.
